The appellate court's affirmation of NEM 3.0 validates the transition away from retail-rate compensation for exported solar electricity. Under the previous NEM 2.0 framework, homeowners earned approximately $0.30 per kilowatt-hour for excess solar energy sent back to the grid. Under the current Net Billing Tariff, that value has dropped to roughly $0.05 per kilowatt-hour — a reduction of more than 80%.

This means that solar-only systems now face payback periods of 10 to 15 years or more, compared to just 5 to 7 years under the old rules. However, when paired with battery storage, the payback period shrinks to 7 to 9 years thanks to intelligent self-consumption and time-of-use arbitrage strategies.
